The idea of a common voters roll, which is supposedly there to make sure you can't
cheat and vote more than once, is a good idea. But in practice it does not work that way.

I know a person (ANC supporter) who have 3 ID documents, and she openly said she is going to
register and vote 3 times. When I registered the official asked me where I stay and that
determines whether you can register in that area. Great. But I did not have to proof it to him
with maybe a municipal account. He took my word and I could register. I can then
understand that if you have more than one ID (not difficult to get), then
you can easily register in 3 different places and vote 3 times.

So in theory I think the common voters role is a great idea, but in practice there
are a few loopholes that can be used to make fair elections a joke.
